The Karnataka High Court recently ruled that rummy is not gambling, with or without wagering. Judge SR Krishna Kumar's Court has held that games of chance when played with stakes are gambling, but games of skill, with or without stakes, are not gambling, and that rummy is both substantial and Most said it was a game of skill rather than chance.
